Samsung's Factory Postpone to 2026

Against the backdrop of increasing competition in the global semiconductor industry, Samsung Electronics has made a strategic adjustment and decided to postpone the construction of its P4 Phase 2 and Phase 4 production lines and P5 factory in Pyeongtaek, Korea, until 2026. This decision reflects Samsung's flexible response to resources and market dynamics in its global layout.

Samsung Electronics originally planned to build a storage line and a foundry production line in phases at the Pyeongtaek P4 plant, and Samsung's original plan for the P4 plant was to build a storage production line (Phase I) and then a wafer foundry production line (Phase II), and the follow-up plan included another storage production line (Phase III) and a wafer foundry production line (Phase IV) to complete the P4 factory. But due to the difficulty of securing foundry customers, the company has adjusted its plans to prioritize storage lines. This strategic shift means that Samsung is focusing more resources and attention on the R&D and production of storage technologies to cope with the rapid growth of global data storage demand.

Although the first phase of the P4 production line is about to be put into operation and the third phase of the production line is also under construction, the construction plan of the second and fourth production lines has been postponed. Behind this decision is Samsung's in-depth analysis of the current supply and demand situation in the global semiconductor market. Samsung Electronics is postponing the decision on what products to produce as much as possible in order to flexibly adjust to market conditions, which helps to alleviate volatility in the semiconductor market and enhance the company's profitability.

According to insiders, the product lineup of the second phase of the P4 production line is expected to be determined between January and February 2025, but the specific time has not yet been determined. There are no plans for the fourth phase of the production line. While some reports suggest that construction at the P5 plant could resume in January or February 2025, the project is more likely to be delayed until 2026.

Meanwhile, Samsung Electronics is focusing on the construction of a fab in Taylor, Texas, United States. The Taylor plant is expected to begin operations in 2026 with an investment of approximately $17 billion. This investment is Samsung Electronics' long-term commitment to the United States market and a positive response to the CHIPS Act. In April 2024, Samsung signed an agreement with the United States Department of Commerce to receive $6.4 billion in subsidies under the Act to support the construction of its semiconductor production facilities in the United States.

As the United States presidential election approaches, Samsung Electronics is also closely watching the new administration's possible adjustment of subsidy policies. Industry insiders pointed out that Samsung has invested heavily in lobbying to ensure that its investment and operations in the United States can go smoothly. If the new government's policy changes, it may increase the uncertainty of Samsung's operations.

Overall, this strategic adjustment of Samsung Electronics is a deliberate consideration of its global semiconductor industry layout. By postponing the construction of the P4/P5 plant in Pyeongtaek, Korea, Samsung Electronics is not only better able to cope with current market challenges, but also to prepare for future technological developments and changes in market demand.
